Sequence

The order matters because each step changes the payback of the next. Air sealing is cheapest and fastest. Insulation comes second. Windows are last and only where the numbers support them.

Which program applies depends on who sends your electric bill. PSEG Long Island customers use PSEG's free Whole House Energy Assessment and its Home Performance rebates. NYSERDA's Comfort Home packages are for homeowners who pay the System Benefits Charge, such as Con Edison customers. EmPower+ supports income-eligible households with a no-cost assessment and upgrade help.

Comfort

Cold bedrooms over the garage, hot second floors in July, and drafts along the baseboard are envelope problems. Bigger equipment masks them; weatherization removes them.

What does weatherization include?
NYSERDA lists sealing air leaks, insulation upgrades for ceilings, floors, and walls, and high-performance windows as the weatherization measures. In practice on Long Island that means attic and rim joist air sealing, attic and wall insulation, basement or crawl space treatment, weatherstripping doors, and replacing windows only when they are failed or the payback supports it.
Is weatherization free in New York?
Not as a blanket program. PSEG Long Island offers a free Whole House Energy Assessment and, through its Home Performance program, 2026 rebates of $2,500 to $5,200 for insulation, $1,000 to $2,000 for air sealing, and $500 to $800 for duct sealing by income tier. EmPower+ provides no-cost energy assessments and supports upgrades for low- and moderate-income households. NYSERDA's Comfort Home packages apply where the System Benefits Charge is on the bill, such as Con Edison territory, not to PSEG Long Island customers. Eligibility is confirmed by address and household before EnergiSense quotes the net cost.
Should I replace my windows?
Only when they are failed, single-pane, or part of a renovation. Air sealing and attic insulation almost always return more per dollar than window replacement. The assessment's infrared scan shows whether the windows are actually a major loss for your house.
How does weatherization affect a heat pump later?
A weatherized house has a smaller heating load, so the heat pump can be sized smaller and run more efficiently. PSEG Long Island's heat pump rebate requires a Manual J sized to 100 to 120 percent of the whole-house load, and running it after weatherization is what keeps the system small, which is why EnergiSense plans the two together.
Is the federal 25C energy efficiency tax credit still available?
The federal Energy Efficient Home Improvement Credit (25C) ended for property placed in service after December 31, 2025, so it does not apply to 2026 installs. State and utility programs are the incentives that still move the number on Long Island. Confirm your own tax position with a tax professional; EnergiSense models only the incentives it can verify for your address.
